Dovener - Wheeling. Lawyer and member of Congress,
First W. Va. Dist. Born Tray's Valley, Cabell Co.,
Va. April 20, 1842. Educated in common schools and
Parkersburg Academy 1862 raised Co. A, 15th Va. Reg.
(Afterwards known as 15th Reg. W. Va. Vol. Inf.); refused
Captaincy, accepted Lieutenancy. Mustered out 1865 with
rank of Captain. Appointed Chief Clerk Sec. of State
1867. Admitted to Bar at Wheeling 1875; established
practice there. A Republican. Elected State
Legislature 1883; to Congress 1894 - 96 - 98 - 1900 - 02 -
04. Member of Rivers and Harbors Committee.
