Gaines - Charleston. Member Congress, 3rd
District. Born in the District of Columbia, Sept. 3,
1864. In early youth moved with parents to Fayette Co.,
W. Va. Educated in the University of W. Va. and Grad.
Princeton University 1886. Admitted to the Bar in
1887. Appointed U. S. District Attorney for W. Va. 1897;
resigned in 1901. Elected to Congress in 1900,
Re-elected in 1902, and again re-elected in 1904.
